Recreational Cannabis Referendum Questions Appearing on April 6, 2021 Ballot
The Village Board approved the inclusion of two advisory referendum questions on the April 6, 2021, ballot seeking public opinion about the allowance of adult-use recreational cannabis business establishments in the Village. The questions will appear on the ballot as follows:
- Shall the Village of Roselle allow the retail sale of adult-use recreational cannabis within guidelines established by the State of Illinois and to be established by the Village of Roselle?
- Shall the Village of Roselle allow the craft growing, infusion, cultivation, processing, and transporting of adult-use recreational cannabis within guidelines established by the State of Illinois and to be established by the Village of Roselle?
Both questions seek public sentiment and are non-binding.
The Village Board enacted a prohibition of all adult-use cannabis business establishments within the Village in December 2019, which extends through June 28, 2021. Following the election, the Board will further discuss whether or not to allow adult-use recreational cannabis business establishments before the prohibition expires, taking into account the results of the advisory referendum questions.
In addition to adding the two advisory ballot measures, the Board also voted to rescind a previously approved referendum question seeking Home Rule status. The question was originally approved based on discussions on how the Village could best regulate short-term rental units without Home Rule authority to enact certain zoning and licensing restrictions. With early mail-in voting for the April 6 election starting on February 25, a majority of trustees agreed that there is inadequate time to fully educate the community about Home Rule authority before the election.
