Municipal Campus Master Plan

Municipal CampusAs originally identified in the Village’s 2016 comprehensive plan, the municipal campus update will transform the existing area into a space fit for a variety of community events. The Village anticipates funding this project through a combination of state and federal funding, including remaining American Rescue Plan Act (ARPA) funds.

Project History

The Village’s 2016 Comprehensive Plan fostered strong community support for a New Village Square at the heart of the municipal campus. In November 2022, the community was invited to a joint presentation between the Village and the Roselle Public Library District in November 2022. The municipal campus update is an entirely separate project from any redevelopment of the library at their current site.  

In December 2022 the Village Board received a final presentation on the Municipal Campus Master Plan, which established a long-term vision for a vibrant and memorable Municipal Campus consisting of three distinct areas – Petal Porch, Petal Promenade and Petal Plaza. The Village Board approved an agreement with Confluence for final design and engineering services for Petal Porch and Petal Promenade in February 2023.

The final design of the Porch and Promenade was presented to the Village Board in May 2023. The construction of the Porch and Promenade was put out to bid in August 2023 with only one bid submitted. The Village Board rejected the bid in October 2023 because it exceeded the construction estimate by nearly 25%. In December 2023, the Village Board approved a contract with Confluence to develop value engineering design changes to reduce the overall estimated cost of construction. The Village of Roselle anticipates putting the revised project out to bid in February 2024.
